Thank you for posting your question on Microsoft Community.
After going through your post, it appears that you have an issue with Military CAC windows security's performance. However, in order to guide you in the right direction; I will need some more information. Please help me by answering the questions mentioned below.
Is this issue confined to Military CAC windows security?
Uninstalling and reinstalling Military CAC windows security's might fix the issue.
You can also uninstall a program from the Control Panel:
a) Press Windows and x key to open a task list from the bottom left corner of the screen.
b) Select Control Panel.
c) Select Programs and Features.
d) Double click on the program you want to uninstall and follow the onscreen instructions.
I would aslo suggest you to contact application support team for better help.

um windows security is part of windows 8 how do I uninstall that?
Military Cac is an access card, which logs into a web based version of outlook, this then requires a pin in a window that is title "windows security" where are the settings for this in windows 8?

I would suggets you to uninstall, reinstall the Military CAC an dcheck the issue status.
Method 1:
Uninstall an application from the Start Screen:
1) On the Start Screen, type the name of the application you want to install.
2) From the list select the required one and right click on the program.
3) You will get different options at the bottom of the screen .Select Uninstall.
Method 2:
You can also uninstall a program from the Control Panel:
1) Press Windows and x key to open a task list from the bottom left corner of the screen.
2) Select Control Panel.
3) Select Programs and Features.
4) Double click on the program you want to uninstall and follow the onscreen instructions.

The Windows 8 section of the militarycac.com website that you referenced actually mentions the problem the OP was asking about (that I am also having). It is mentioned at least twice on this page: http://militarycac.com/windows8.htm
The issue isn't even inability to access the software (generally, outlook web access), the problem is that for some reason, windows 8 repeatedly asks for the pin to be entered, rendering the service nearly useless.

Did you notice NOBODY from Microsoft answered the question posed.
The smart card driver is part of Microsoft Window 8 and 8.1 operating system. How can you uninstall an integral part of the operating system and then put back an update? Windows 7 cached the PIN; Windows 8/8.1 doesn't. After entering the PIN 11-times, you can see the OWA e-mail at a military site. I am using uscg.mil, but all of the military e-mail sites do this (as identified in a web site devoted to making sense of security set up of military CAC's http://militarycac.com).
Sooner or later Microsoft Engineers will own up to the fact that a switch is not set in the correct position as a default of the operating system. C'mon Microsoft geeks and get this right. . . .you can't sell Windows 8/8.1 to the military with a useless OWA connection.

Absolutely right- I tried using chat tech support yesterday to answer this same problem, and was told it must be an application problem, despite the fact that it only happens in windows 8.
There are certain features that seem to be triggers: autosave of draft emails, trying to send, often when it updates the inbox.. this kind of server interaction.
I've found one thing that help a little: interestingly, while I was on with the chat support yesterday (at least half an hour being sent from one to another, explaining the problem, and getting nowhere) there were fewer calls for my pin. When you want to chat, you have to sign in to Microsoft and OUTLOOK.com. I signed in with my Hotmail account, so the security is unrelated, but for some reason seems to have an effect.
I am signed in to outlook and windows right now, and in the last 15-20 minutes, I've only been prompted once. I even just drafted and sent an email- no call for the pin.
So, not perfect, but a bit of an improvement.

MilitaryCAC has provided a solution here https://militarycac.com/windows8.htm, which is the installation of a product called 'coolkey' that will cache the pin and eliminate the repeated prompts. It has worked on my system, but for some reason does not open automatically when you reboot. (There appears to be a DOS script that runs with the initial install but not after powering down.)

Question 9: Prompted repeatedly for your CAC PIN when using Windows 7 (and 8) built in Smart Card utility accessing CAC enabled websites.
Background: The way Windows 7 (and 8) accesses your CAC It doesn't cache your CAC PIN on your computer
Solution 9-1 Windows 7: Install ActivClient 6.2.0.x (this program will cache your PIN for 15 minutes).

Solution 9-1a Windows 8: Install Coolkey or purchase CSSi (these programs will cache your PIN)
